Learn to Drive in Hong Kong: Legal Requirements and Application Process

If you are looking to learn to drive in Hong Kong, you will need to familiarize yourself with the legal requirements and application process. In this blog post, we will outline the steps that you need to take to get behind the wheel in Hong Kong!

In order to apply for a learner’s driving licence in Hong Kong, you must:

• Be at least 18 years old
• Hold a valid Hong Kong identity card
• Have held a full Hong Kong identity card for at least 12 months (if you are under the age of 21) or 24 months (if you are 21 or over)
• Not have been disqualified from driving during the period of 12 months immediately preceding the date of application
• Not be suffering from any mental or physical disability which would make it unsafe for you to drive a vehicle
• Pay the prescribed fee

If you meet all of the above requirements, you will need to submit the following documents in person to any Licensing Office:

• A completed application form
• Your valid Hong Kong identity card
• Two recent passport-sized photographs of yourself (taken within the last three months)
• The prescribed fee

Once your application has been processed, you will be issued with a learner’s licence and you will be able to start taking driving lessons! In order to progress to a full licence, you will need to pass both a theory test and a practical driving test.

Driving Lessons in Hong Kong

Before you can take your driving test, you must first complete a minimum of 45 hours of formal driving lessons with a licensed driving instructor. You will also need to log a minimum of 20 hours of supervised driving practice with a friend or family member who holds a valid full licence.

Once you have completed your driving lessons and logged the required number of hours of supervised practice, you will be able to book your practical driving test!

Practical Driving Test

The practical driving test is conducted by appointment only and can be booked through any Licensing Office or Authorized Driving Instructor. The test fee is currently HK$650.

You will be tested on your ability to:

• Follow traffic signs and signals
• Observe traffic rules and regulations
• Drive safely and smoothly
• Reverse your vehicle
• Perform a three-point turn
• Park your vehicle

If you pass the practical driving test, you will be issued with a full licence! You will need to pay the prescribed licence fee and surrender your learner’s licence.
